Why not? Look at WD-40. The spray, composed of various hydrocarbons, was originally designed to be used by Convair to protect the outer skin of the Atlas missile from rust and corrosion. Today it is used from everything from cleaning toilets to fish attractant.

The WD-40 company put out a disclaimer (years ago) stating that they do not condone the use of their product as a "fish attractant".

Rumor got out that it contained "fish oil" and that got the "attractant" use started. It has no such ingredient, but is basically petroleum based with benzene solvents according to the MSDS.

I've heard about that but I also know a couple bass fishermen that swear by it. That was several years ago.
