actually it is for your loose line when you don't have a lure on your pole but this is a nice way to use it for sure.

I thought it was to hold the line when you removed the spool. I usually just tie to a guide when no lure attached.
You are correct, it’s a “line clip”. Used to snug up line when reel is not rigged. While the idea is sound in principal if one is using fine diameter lines it would be a big no no. Set the hook and cut the line. I use lines that are .105mm in diameter.....it would snap every time you hooked a fish. For heavier lines I’m sure one could get away with doing that.
