If you make the main attachment to the bottom of the anchor and then secure the chain at the top with a tie then when it gets stuck the tie will break and you can pull the anchor out backwards with the cleats folding as you pull.
This is the way I do mushroom anchors. Attach the line to the bottom of the anchor, then tie it to the normal tie point with a piece of heavy monofilament. If the anchor snags, you can find a direction to pull that will break the monofilament and let the anchor flip over. Good chance it will come loose.
