There are a couple options,1- all the paper work would be availiable,2- consider it a homemade craft once it's rebuilt,requires police inspection,and DMV paperwork with pics,basically the same approach as a homemade trailer.

If no title, he could possibly look into derelict boat laws or abandoned property laws and/or possibly Hull ID tracking.

I tried to register my Clyde boat as home made in tennessee. I was gonna fish with it (8ft R/C boat). The TWRA folks determined it to be a water toy, so I didn't have to register it to use it to fish. An interesting project the Clyde boat was. First of its kind I believe.
You just never know what the story line may bring to bear.
