Run hot water on just the outer part which should cause it to swell and break the bond. Timing is everything, too hot and the inside one will swell also, not hot enough and nothing will happen. The good thing about it is you can repeat the hot and cold many times and do no harm. To gain maximum force, once hot put the rod behind you knees and grab it on each side of your legs, then using your legs to push outward on you hands holding the rod. You can try this first to see if it will come apart as it might.

Put pole behind your knees holding on each side of your knees and pull apart with your leg muscles. This keeps the pole straight and more pressure than you can place with just arms.
