Yea I thought about that too Gene but I believe Texas makes you wait a full 6 months (Louisiana makes you wait 12) before they consider you a resident. And he said he just moved there so I wasn't sure how long he had been in Texas.
I do not know about Texas but in louisiana to get resident fishing license you just need a drivers license. They do not ask how long you have lived in state.
