I am not positive but I am willing to bet he put in at Joesph's harbor and yes boats are allowed and needed if you want to get to the better fishing/crabbing/shrimping. Joesph's harbor is off of hwy 82 between grand chenier and pecan island. There is a east and a west launch. I usually put in at the west launch b/c I know that area better.

If I may expound a bit on Dwyane's info.
It takes me just under two hours to get from Cade to Joseph Harbor. I mention that because of some regulations. First, you cannot access the east launch before official sunrise. Second, while you can launch your boat off the west launches before sunrise, you cannot pass the signs until that time. That drive-time prevents me from sitting in my truck waiting on the sun to come up!
I strongly suggest that you are compliant in all departments - boating, fishing, licensing, etc. And remember, it is all a wildlife refuge, so please treat it as such.
And bring your camera - there is a LOT of pic-material out there!
