and I'm just guessing ... but, it's probably because lots of people don't know or can't tell the difference between a Striper, Hybrid Striper, White Bass, and a Yellow Bass.
Personally, I'm with you ... I think 60/day/person would be a better creel limit. Seeing as how they don't normally get all that big, on average, it would also be a good rule to have no size limit on them.

They're about as good at "bait stealing" as a Bluegill ... which is one reason I don't use live bait, that much :p

I've caught them at Watts Bar, years back, so fast and furious ... I had to quit fishing because my wrist & arm were too sore and wore out from setting the hook :D Made the mistake of laying my rod down, with the bait hanging off the side of the boat and in the water a few inches .... dang near lost a rod/reel, when one of them came up and grabbed that bait

Silver Buddy blade baits (white) and KastMaster spoons are deadly on Yellow Bass ... esp. when they're schooling and chasing/busting Shad. Most any jig will catch them, too.
