That's more than enough motor for that boat, shouldn't be any issues. I'm guessing it has the wrong prop on there.

I run a 17 ft Lowe with a 40 hp, no foil. No leaning issues or any of that. I use a 4 blade prop as it gives the stern more lift, allows me to stay on plane at lower speeds, and gives me more thrust and control when having to navigate in rough waters/waves.
