Depends on which shore you want to fish. When I went after paddlefish, I was always looking for high water and about 6 or 7 gates open to be able to snag from the Marshall County shore. But for the asian carp, it really doesn't matter, they are in there in big numbers and you'll most definitely get a few unless they have every single gate open at which point it will be incredibly difficult just to get a line out there and back in without snagging bottom/rocks.

With very low flow, I usually snagged there below the turbine discharge.
