Pleasure boaters have been going thru the locks for decades, as I have been thru there myself on more than one occassion.

Besides, are the Asian carp targeting the pleasure boats as the only way to get thru the locks?
There is barge traffic 24 hours a day thru these locks, plenty of opportunity for them to escape to the other side.

As the corps would say, that these waters are not for fisheries, but for flood control. It's getting that way very quickly....
