When someone says they used jigs tipped with minnows,do they mean a jig with the plastic body on it,or just the weighted hook with no plastic?

they do both....but most of the time i think they mean jig with plastic body tipped with minnow

I've done both ... or actually all "three" :
plain jighead/minnow
plain jighead/plastics/minnow
hair/feather jig - minnow
I do usually try and clarify which "jig" setup I'm using, but I may forget sometimes & just say I tipped my "jig" with a minnow.

Yeah I wasn't really referring to anything you guys have said. I just hear it a lot. Seems like it would make for a larger bait. What conditions would warrant this?Maybe a better grade of fish?
I think probably some ARE "hopeful" of a better grade of fish, but I've seen them catch dinks even when using a 2.25" Lake Fork Baby Shad plastic body & a large minnow tipped on the hook. That would make the jig/plastics/minnow offering close to 4" in length .... and I've seen Crappie caught on that rig, that weren't more than an inch or two longer than the bait
Crappie are opportunistic feeders, so even if they see a larger than normal offering come swimming slowly by, they may consider it too easy a meal to pass up ... regardless of their own size. They don't like to "chase" a bait, but they will "follow" one for a distance ... then make up their mind to grab it before it gets away, or ignore it and turn back to where they came from.

Adds a little flavor for finicky fish or in heavily stained water. You get both a visual attraction from the jig and the vibration and "taste" of the minnow.
