From the KY FW website: A resident is anyone who has established permanent and legal residence in Kentucky and resided here at least 30 days immediately prior to applying for a license. All others are considered non-residents for licensing purposes.

Also from the KY FW website: Sportsman's License* (Includes combination hunting/fishing, statewide deer permit, spring and fall turkey permits, state waterfowl permit and trout permit.) The only thing it does not cover is your Federal Migratory Waterfowl (Duck) Stamp.
