Try a small blue building about a mile from Paris Landing, it's on the left if your traveling down 79 toward the lake from Paris. It's called Fords. Ran by a little elderly lady who has been there since the 40's. she sells Minnows 3doz for a $1.00. Although I am not sure if she has shiners, but I bet she does. She is the sweetest..and very appreciative of your business.
she now gets around with a walker and rather slowly, but still loves to sell minnows. Be careful and don't run over her cats. You will not have spent your dollar at a more appreciative location.
