Thought about that, too, John. I think it has to do with them moving "down" the Big South Fork river, over the years, after the lake was allowed to drop to 680. And I think they're afraid that letting the lake go back to original pool, all in a short length of time, might put them in jeopardy. I'm just speculating, but that's what it sounded like when they said federal agencies knew the darter was in the area, but did not know that it would expand into areas caused by the drawdown.
