i was told my fish and wildlife that it is not legal to sink anything in ky waters. but i was also told that on cumberland you can try to get a permit to sink stuff. but you have to pick a zone (i think he said cum. had 6 zones or so) but the permit is hard to get. or you can talk to the game warden and see if he has a problem with it.
i know people sink stuff at green all the time but they can get a ticket for it.

The corp of engineers is who you contact here. You do have to apply for a permit.

I think its Marshall Jennings with the Corp of Eng. that you have to talk to at Cumberland. just have to sign a few papers best I can remember and I THINK you can only get one zone at a time. Its iether the southwestern fisheries district or southeastern, cant remember.
