If I were to hunt on public land here in Kansas I would head to the western part of the state. I used to live in and around Hays/Plainville and getting permission as a local is very easy so there is not as much pressure on the public hunting land.
I currently live in eastern Kansas and have not hunted on public land here but judging from the number and types of people in this area I would guess the public hunting areas get hit pretty hard.
