You might make yourself a rack that'll fit in your oven to hang the heads on and bake them. Baking them makes the finish "flow" and will do away with the pitting, which is probably caused by the head being too hot when it's dipped in the powder. Baking the finish will also make it tougher. No paint will adhere to the lead without using an etching primer first. The best you can do is to make the powder coating as tough as possible and hope for the best. It will still peel off the lead, but when baked it comes off with slower.
