Interesting find in a yard sale box

I was recently at a yard sale where I found some fly tying goodies. In sorting through the boxes of stuff I purchased, I found, what I think was the beginnings of what was going to be some type of jig. I thought it would be neat for some of the guys here to see. I am, myself a big fan of this jig but have never seen it used this way.
