Are you putting down a good thread base all the way from the head to the hook-point" if so then sounds you're not holding the material tight enough against the hook till it is secured with several tight wraps. Once the tail is tied in, if tightly enough, it shouldn't move, no glue necessary. I use a little glue with hair but haven't needed it with feathers.
