Now that I can see the pic that's an easy one. Tie in your tail feathers and put in a half hitch to anchor the thread. The hackle is dry fly hackle and it's on the butt of the jig instead of the head.
Prepare your dry fly hackle, tie it in and give it a few wraps - looking at your pic I'd say 3 and tie it off. Clip off the rest. Tie in your chenille, you may have to lay it over the hackle to tie it in tight to the hackle, advance your thread to the top of the jig. Wrap your chenille around the shank of the hook to the head of the jig and wrap your thread to tie it off. Clip the rest of it and put a whip finish and you're done.
