if you were gonna tie a spinner in on a jig with a swivel would ut need to be on top of head or down where you tie the hook? sorry if its a dumb question im new to this

I would go with a belly spinner midways at the bottom of the belly

You can actually do both - but if you tie in just about the bend of the hook you have to watch how big of a spinner you attach. I don't use anything larger than a size 12 crane swivel. Here's a few I've done
