using a base color with powder paint

i was looking at some of the pro-tec powder paint candy colors and noticed that it said that adding white makes the colors pop more. if you use the white powder paint first, do you cure the white paint first before you use the candy color?

No, Heat your jig and cover with white, then reheat and cover with candy color, the bake in oven. Now this is how I do it, be careful not to get to much of a paint build up on the jig.
