After the marabou is tied in.

I do mine after, that way its on thebottom of the tie. So when the jig is on your rod the flash is on the bottom where the fish see it as they look up.

As has already been said, that's the way it's mostly done. I have tied some with the flash much longer than normal and tied it in first. Just a different look. Outside the box isn't always bad.

I tie mine in after the maribou. I've even tied a couple after wrapping the chenelle a few rounds. This makes it stick out away from the jig. Looks cool. Can't tell that they work any better, but ist something different.
