Cannot get scuds where live anymore; remember them as a DEADLY bait for just about anything that swims beneath the ice. Whom makes a soft flexible, legs move as it is swimming sideways,,,any more am sure it`s not a case of can it be done, it`s WHOM and how, with what...am SURE a suitable facsimally would also catch some limits of "biguns" properly used during peak times; dawn and dusk come to mind...

I have made them before, not a fun tie for me. Not too hafrd but a lot of small working with the scud back and getting the look and sizes just right. They do work really well especialy when thrown under a tree when the bugs are hatching.
I love taking my kids fishing, now if I could just manage to fish at the same time.

Any good fly shop will carry scuds. Bass Pro and Cabela's carry them, as do fifty other online shops.
