A full charge on a good glow in the dark material be it a bead, lace or whatever is bright, very bright. As the charge begins to fade it becomes more intriguing to the fish, or this is the way it seems for me. Imagine a glow bead under water that is making a glowing halo of 10-15 around it in clear water. Fish is gonna go and tell his buddies he saw an underwater flying saucer. Once it dims enough that it lights up just enough to show the profile of the lure then it may work better in clear water.
I have had similar results fishing trout. Right off the bat, no bite but 2-3 minutes later the fish will hit it. Does the high glow scare them off, who knows but it has to mean something because the charge of the beads I used to use only lasted about 10 minutes and after less than a minute it was dim enough it was hard fro me to see. And this was at night on clear water.
I love taking my kids fishing, now if I could just manage to fish at the same time.
