i have made 3 jig's out of crow feather (not the downy part though) they are easy to make and you can make one in 5 minutes.
HOW TO MAKE
materials:
red thread
crow feather about 11" long.
collared jig head with the spur crimped down.
glue
first take a crow feather and find the side that is the longest. then cut 2" off of it. take the jighead and cover all sides of the collar, then tie it down with 20" of thread, then secure with glue.
good luck and give feedback!

I am having a hard time picturing that. Can you post a pic? Sounds interesting and any use that cost a few more crows their life is bound to be a good thing.
