I overwrap the chenille layers very tightly. I think you are quite right about the concern over water weight added by doubling up on the chenille body. Would make the fly heavier and impact fly casting.
I once considered tying on commercially-made floating jig heads. Their small hook sizes nixed that idea quickly for me.
You might try wrapping your chenille over a secured strip (or strips) of closed cell foam. Try the type used to tie Chernobyl Ants. Slight weight can be added to the hook by using craft wire to overcome the added buoyancy if necessary.
