The number of poles used would just dictate the time spent fishing. Personally I prefer the time spent because it's so peaceful out on the water, well most of the time.

Yes a limit is a limit, but how you get it is another story. We all have different opinions on how a limit should be acquired. Mine is about sportsmanship and fair chase, to overload the fishermans odds with as many poles as you want is not fair chase to me, just my opinion.

I don't know what the fine is for being over the limit. I would say at least loss of license for at least a year(365days), loss of all equipment, 1 day in jail for every fish over, along with a large fine.
