Its been around for quite a while. All the lakes I previously mentioned you need a lake permit. Here is a link from DNRs website and if you read it, there is a link for lakes requiring it. 2 kinds motorized and non motorized 25.00 for motorized, 5 bucks for yaks, canoes, row boats etc.

You dont need them for most rivers and creeks I think.
