Is your friend the original owner of the boat. If not does he know who the original owner and title holder was that would help allot. If not it is a long drawn out waiting process to get a title, not sure if they will issue a temp title to you since you cannot prove ownership.

Best bet is call and talk to someone at DMV, but they may have the required process on there website.
