My neighbor (mower trailer) was able to reclassify his expired TA license to an ST designation over the phone. I called the Millstadt office and was told I could reclassify for $70 and it would the be lifetime. I just paid the $118, good through April 2022, so will wait until next year. But, they understood it was a boat trailer and had no problem with issuing an ST trailer license.
