Do you know what caused the surge? I am a lineman and in most cases either the utility is at fault and liable for damages or your homeowners policy would cover random acts of God. IE lightening, tree issues etc. ComEd has lightening protection on all of their OH Highvoltage lines and equiptment but rarily installs anything on the secondary side. Hope that helps.
