Fear of being sued for injuries makes corporate lawyers cringe. Thus, I'd bet on the opposite-more restriction, if not closure. A couple of years ago, fear of lawsuits resulted in a stretch of the Vermilion River being closed to all use, to the point of hiring security personnel to keep the section closed. I think DNR eventually intervened and took responsiblility for potential injuries, resulting in the stretch of the river being reopened.
