I am trying to figure out what software will read a .bin file

.bin is a MacBinary file. Here is a YouTube file about how to open and use .bin files:
Computer Files : How to Open a .bin File - YouTube
The HB bin file is the software update code package that is read by the HB unit to update or change the version firmware in the unit itself..
The .bin file should be only be "handled" ...not opened...
Download it from your account at HB.com....directly to SD card or to a location on your pc..
Units that accept cards will read the file directly from the inserted SD card to change firmware..
Units that do not accept cards will need to use HBPC and an AS PC2 cable to change firmware... http://store.humminbird.com/products/322338/AS_PC2
Here is the new and improved AS PC3 cable but I do not if it has been released for the public yet...

You shouldn't need to open or read the bin file on a pc for anything ...(unless you are trying to build some kind of third party program for using the update code...)
