I asked a few years ago and I was told it is illegal to put anything into Ohio public waters and you can get a hefty fine for doing so, or for "being caught" doing so. Not sure, if youre gonna take the chance' that I'd do it from the bank. It seems you would have a much better chance of being caught. A lot of guys sink and build stuff in Ohio. I fish East Fork more than anywhere, and with the low water levels right now you can see stake beds all over the place. I don't know anyone who has ever been caught, so I'm not sure what the fine is exactly. You may be able to get permission from a privately owned reservoir, but I doubt it. Especially if it's operated by the state. Guess the biggest question is, how much is that honey hole worth to ya? I nose around on this structure forum all the time to get ideas for stuff that I "would" build if I "could", but I'm not saying I "do". Just be careful where you put it if you do.
