how long does it take for bamboo to hold fish that you can catch after you put them out?

30 minutes. Well I really don't know about bamboo but there used to be this old feller that would drive about 10 2x4s along a bank 25-50 ft apart. He would then fish around them and catch fish. If he wasn't doing well, he would move them. Maybe they worked because he used them all the time. I really don't know but it sure worked for him.

I don't know about bamboo, but I've caught fish the next day on pvc, I've also not caught them for quite a while, It depends on what depth you put out the attractors and which depth the fish are at. If you put them deep, fish are shallow, they don't work as well. Sounds simple, but some people don't think of it that way.

FWIW, I hung some brush (cedars & hardwoods -- not bamboo) on our docks in the end of March and caught a number of nice ones off of them last weekend. My PVC on the same docks has never really produced much in the 3 years or so they've been in the water.
