The PVC is light and will fall over on it's side if not anchored to the cinder block. I drilled two holes near the bottom and run galvanized wire through the holes and around the cinder block. At the top I put a small 10" piece of foam (look close in the picture) to keep it buoyant and straight up. No need for concrete with the foam keeping it striaght up and down.
