The PVC is light and will fall over on it's side if not anchored to the cinder block. I drilled two holes near the bottom and run galvanized wire through the holes and around the cinder block. At the top I put a small 10" piece of foam (look close in the picture) to keep it buoyant and straight up. No need for concrete with the foam keeping it striaght up and down.

What is to keep any current /rising water from washing it off your intended location.

He just has it wired to the concrete blocks...instead of putting the PVC in the block holes and filling with concrete.
