    You are correct, and I thought about that also. It will be safe, I'm going to drop it in deep water anyway.

    I thought about the all thread too, but the short peices of rebar are free, I pour concrete slabs for a living.

    Will it hurt anything if the pipe moves some?

    I understand what you are after, but i am not sure the pipe would spin that much, to be concerned about it. especially when the wind is calm enough to let you fish. The rebar thing could be dangerous and i'm sure you will put
    the attractors out in deeper water.
