They do make "insert" style jigheads (+/- shaped like a baseball bat) that are specifically made to push inside a hollow tube jig body. But, if you're using ballheads or other shapes, you will need to find a tube they'll fit w/o splitting them open. I don't use hollow tube jigs anymore, myself ... I've gone to using solid body tube jigs and thread them on the jighead.

As for inserting Crappie Nibbles into a hollow tube jig .... yes, it can be done, and is done by those that use them. You can actually purchase a device that's made to do that, or you can use a oral medication syringe and do the same thing. It's a lot handier and easier to use one of those devices, than trying to push the Nibble into the hollow cavity of the tube jig by hand. And it can be done, with either of these devices, when the tube is on or off the jighead. Many people put the Nibbles "inside" the tube, rather than just tipping the hook with it, so they get the attraction benefit of the scent and/or scales ... but don't have various Sunfish species biting the Nibble off the hook on almost every cast. And they don't have to lay the Nibbles out to dry out so they stay on the hook better.
