Shad must be DEAD and NO WATER can be present when transported. Shad caught in one water may be used in another water if they are dead, hauled dry in a dry container, and no transport of water is occurring. Freezing would be good also.

"Dead" means dead...the fish must look and act dead. Cutting the fish (or hole punched through as you mentioned) or hauling in a dry container would suffice for a 'dead fish'.
