The 2013 reg says you can not take live shad from one lake and use it in another lake. I would like to confirm you can catch shad in a cast net and take them for use in another lake as long as thye are dead. I like to catch a few, take them home and freeze a half dozen in plastic bags for later use. What would you look for to confirm dead, a hole punched through them, etc. or put in an dry bucket.
