I use the state parks all year long. If my vehicle registration isn't due until July do I still have to buy a $25 annual permit to use the park from Jan-July?

sah, there is a refund form that you can send in to get a partial refund. Read about it and find the form here:

Yes, you will. I also renew vehicle tags in July so I will be doing the same thing. There will be prorated refunds available. I'll provide some info in a new post that will hopefully answer all of your questions.
