Alot of them just use an old deepfreeze. If you can find a concrete burial vault they work well also.

I thinking about building a large box to keep minnows and small bream alive in, something like at the bait shops. I've got the box built but I don't know what they line the inside with. Is it just white paint or something special to waterproof and seal the inside? Any help or ideas???

Guys out by me, use the big plastic watering tubs--place them in the shade and use areator and pumps in them to change the flow of water
If you feel that the sides are water resistant you could seal the seems with silicone like an aquarium. Or you could get some rubber roofing material from a supply house and line it. Seen that done at a pet fish store.
epoxy paint is what most of the aquaculture guys use to coat the inside of their concrete vats. Before you put fish in there, run water thru the box to remove any toxins that the paint/coating you use might give off. It will kill your fish, as I have experianced this phenom.
You Can Make a Difference!
I just use a medium sized ice chest. I bought an aerator and a timer and change the water every few days. Other than keeping the water cool by placing frozen bottles of water in periodically, that's all there is to it.
