I'm not sure if clear lake is fed from plum bayou, but plum bayou is fed from the river. the river is rolling along real high right now. Probably will suck water out of the little maumelle again. The last fishing report stated that clear lake was low, so i don't think it is fed by the river or plum bayou.
Plum bayou is a major water source for a lot of the farmers in the england area. if you drive the back roads in & out of there, you will see numerous relift pumps getting water out of it to keep their fields wet. In the mid section of the bayou that is accessed on the hwy 256 side, you can always see the water being pumped in during the summer months. I don't know how it does in the winter, b'cause I haven't fished p.b. very much. My guess is it will be sort of muddy right now. I do know that the river is real brown when i cross over the 440 bridge going home every day. Last time I was on plum, the water was like chocolate milk. Made for very tough fishing. I think you would have to use something real bright &/or loud, like a chatterbait, crankbait or rattle trap or use something real bright chartreuse or maybe black.
