If oiling it as mention previously doesn't do it, and you haven't hooked up your battery backwards, then chances are the bendix (the part that goes up and engages the flywheel) is bad. Should be an easy fix for a starter alternator shop and not too expensive.
You need to stretch the spring that is on the shaft of the starter gear. As it ages it weakens and won't throw the gear into the fly wheel. I had the same problem on my 35 Johnson and that fixed it. Just the opposite of what I thought, but it worked.

Use 3-1 oil put it on top an let it run down the shaft wd 40 will let it gum up.
