I thought even kayaks needed to be registered.

Yes. Doesn't matter if it has a motor or not.

My 10foot Pelican did not have to be registered until I put the electric on it.

You don't have to register a kayak unless you put a motor on it or any boat for that matter.

Last I read boats with out mechanical propulsion are not required to be registerted if used in daylight hours. But add a motor gas or electric and it has to be registered.

This is what it states on DFA website.

    Registering a Motor Boat
Boats propelled by sail or motor (including trolling motors) of any type must be registered when operated on public waters. You must have an Arkansas Certificate of Number (registration) and validation decals to operate a motorboat on Arkansas’ public waters. The only exceptions are:
Vessels that are not propelled by an engine or by sail.

Yeah if it has any type of motor then it had to be registered in it doesn't then you don't have to register it.
