I find it hard to see why ducks must be seperated yet fish do not.If this is how it is enforced the law should just say there is a boat limit that increases by x number of fish for each legal person in the boat. Makes no sense to say anything about a per man limit if you can just pile them in in a cooler. Black and white laws shouldn't be read as shades of grey.Rules unenforced should be removed.

Because ducks have federal laws, and federal law enforcement folks, especially just for them. They are different.

Man I work for ADC thats crazy you can't have a your limit that you caught on your on per day for a couple days on you in camp. I never knew that but I do now thanks for the info on this subject.
