I did not stay at a Holiday Inn Express last night. I am no expert. I do have an unnatural interest in this flooding situation. It all started with us building inside the Arkansas River levees and I just can't seem to get enough information now. I see a lot of posts that are well intentioned, but have bad info, so here is the situation as I understand it.
The land inside the floodway all has floodway easements that were paid for years ago. some were negotiated payments, some were condemned and paid. Basically the government paid the landowners for their property and allowed them to keep it, with the understanding that it could be flooded anytime the government deemed it necessary.
If you read the Missouri lawsuit, they cite the Clean Water Act as their case. They did not try and dispute the Corps right to flood it. Chemical and fuel tanks flooding were their defense. You conservatives that believe in "individual responsibility" should
be preparing your lawsuit if any of these polutants are released. Landowners in the Cairo area have not been compensated for their property and can buy flood insurance.
Operating this floodway will not purposely ease flooding anywhere except along a 40 mile stretch along the floodway. It could possibly cause unintended problems further south, but the egineers think it is about no impact.
I feel for all who are affected, as I said I have a house inside the levee. But building there I knew what we were risking and I don't expect anything but emergency relief and only that if something happens without adequate notice.

sounds like you are a lawyer and you are right but i still say the "powers" that be had a bigger hand in blowing the levee than the corp did instead of taking a chance of flooding the piehole that is cairo because they knew that if cairo flooded they would have to rebuild it for the people and by taking the lessor of the two evils flooded farmland worth way more than cairo will ever be from here on knowing they wouldn't have to be out anymore than the charge it takes to blow the levee. and they would have rebuilt it. you know that and i know that. no matter the expense it would have been done at the tax payers expense. it wouldn't even surprise me to see the gov go in and do it anyway. that way if and when the next flood comes they will have more of a "leg" to stand on to blow a levee.

Old,
I respect your opinions and I am a plumber, not a lawyer{maybe that causes my facination with this flooding}. My question is; If the levee at Cairo fails, won't other unprotected areas be flooded? Would navigation be disrupted for a significant length of time even after flood waters recede? I am no fan of democrats, but just think this is not a political decision.

i ask you to google cairo, ill and read about it and what they are protecting. that's why i said someone besides the corp made the decision for them. and you are one smart plumber and i say that with respect.
