You are correct. There was a professional bass fisherman this past summer that was on Beaver lake and it was flooded. He decided to take this creek as far as he could and was on a farmers piece of land. Someone took a shot at him not once but twice. He laid down in his boat for a time and got the hell out. They sent in the state police and did not find who shot at him. It is legal to go anywhere the water takes you as long as you do not leave the boat.
